I w1sh to say,
however, that the 5Ullgestlon did not
or1g1nate with Ille. It originated in the
Howe or Representatives. When I flrst
learned of it I protested very vigorously:
.Mr. MAONUSON, The 6enator's pro-
tests fell on deaC ears, I may say, Mr.
President.
Mr. KNOWLAND. I can say, as a member of the
minority party, that I we.s pre.sent when
the action wu taken, and the acting
chairman of the committee was not pres-
. ent. 'The conCeree.s on the part
of the House dId not agree with what
the Benate had done, and the project
was removed Crom the b1ll. In 1945 the
dIstinguished Junior Senator Crom South
Carolina {Mr. JOHNSTON] and myself
agaIn submitted the same amendment.
In conjlmctlon with the dlstlngu1&hed
senlor Senator rrom LouIsiana. we re_
Quested the Army engineers to make re_
surveys of the project, leaving out of It
the two proposed development.'! to which
the conferees In the House had objected,
'namely, the Buck.lngham-Cllnchtleld
projects.
Because of the wa.r and the change
wh1ch had taken place 1n the personnel
of the engineers, the report on the mat-
ter with the changes wh1llh had been
suggested was not available when the
hear1nSI5 were held on th1s bill in the
other House. In fact, the report had
been completed, but the records and files
had not been-made available to the com_
mittee. I shoUld like to ask the distin_
guished senior Senator from' Louisiana
11 he has hea.rd anyt.h1Dg further In con-
nection with the Army engineers' report
than. what I nave just stated, namely,
that the report had been completed but
the records and files had not been sent
to the committee 50 that they could un.
dertall:e the holcUns of hearings In con-
necUon wIth the matter.
Mr. OVERTON. The Senator Is cor.
recto As yet, no report has been made
by the ChJef of Army Engineers in con-
necUon with this project, or what I un....
derstand to be the revised project. I
believe that the matter Is still before the
Board of Englneers for Rivers and Har-
bors.
Mr. MAYBANK. . The delay In mat-
Inll the report was caused through no
fault or anyone because early In 1945 .
the eng1neers were moved, and changes
were.ma,de among them ~ecause of the
war. In vIew of the fact tbat tI:1e :llrst
report on the over-all development was
extremely favorable, and 1n View.of the
further fact that the, over-all develop-
ment was approved by the Senate Com~
merce Committee and by the Senate, I
am thereCore led to believe that, by leav.
Ing out the two- developments to which
1 have referred, the report of the Army
eng1neers, when rece1ved, will be most
favorable. Nevertheless. the Ume ele-
ment has been such that the report could
not be submitted to the House of Repre.
sentatlves. No testimony was offered in
connection with the. matter, either be-
fore the House committee, before the
House, or before the Senate conun1llee.
Wh1Ie at one time I and my colleague
bad thought. of calling up the amend-
ment to wh1ch I have referred, 1n view.
oC the fact that we have no report In 1t!
tlnal form from the engIneers, and the
lI.tD.endment m1ght be questioned by the _
conferees, I now ask the Senator from
Lou1S1ana It, as soon a.s the next bill
comes before the Commerce Comrn1ttee,
the project In wh1ch we have been Inter.
ested for many years may be gtven a
bea.r1ni as earl..Y as po&alble,

8443

I ( I
-)
/(\
"vl!'].

Mr. OVERTON. I am sure the com.
m1ttee will be very happy to g1ve the
matter a hearIng.
. Mr. MAYBANK. I thank the Senator.
I appeal In behalf of my people oC South
Carolina who well realize that unless
something Is done to Improve fl.ood con-
trol and navigation and decrease frelgbt
rates, not only our State but other States
wlll suffer. In Vlew or that fut, I want
my consUtuent.s to understand that I
shall do everything withIn my power,
jwt so soon as the Army eng1neers' re-
port to flied, to have a blll covering the~
Item or an amendment to the rivers and
harbors or nood-control bill brought /' /
before tbls body. - "/
Mr. JOHNSON of Colorado.
