Because of the wa.r and the change wh1ch had taken place 1n the personnel of the engineers, the report on the mat- ter with the changes wh1llh had been suggested was not available when the hear1nSI5 were held on th1s bill in the other House. In fact, the report had been completed, but the records and files had not been-made available to the com_ mittee. The delay In mat- Inll the report was caused through no fault or anyone because early In 1945 . the eng1neers were moved, and changes were.ma,de among them ~ecause of the war. In vIew of the fact tbat tI:1e :llrst report on the over-all development was extremely favorable, and 1n View.of the further fact that the, over-all develop- ment was approved by the Senate Com~ merce Committee and by the Senate, I am thereCore led to believe that, by leav. Ing out the two- developments to which 1 have referred, the report of the Army eng1neers, when rece1ved, will be most favorable. Nevertheless. the Ume ele- ment has been such that the report could not be submitted to the House of Repre. sentatlves. No testimony was offered in connection with the. matter, either be- fore the House committee, before the House, or before the Senate conun1llee.
