<br />was removed Crom the b1ll. In 1945 the
<br />dIstinguished Junior Senator Crom South
<br />Carolina {Mr. JOHNSTON] and myself
<br />agaIn submitted the same amendment.
<br />In conjlmctlon with the dlstlngu1&hed
<br />senlor Senator rrom LouIsiana. we re_
<br />Quested the Army engineers to make re_
<br />surveys of the project, leaving out of It
<br />the two proposed development.'! to which
<br />the conferees In the House had objected,
<br />'namely, the Buck.lngham-Cllnchtleld
<br />projects.
<br />Because of the wa.r and the change
<br />wh1ch had taken place 1n the personnel
<br />of the engineers, the report on the mat-
<br />ter with the changes wh1llh had been
<br />suggested was not available when the
<br />hear1nSI5 were held on th1s bill in the
<br />other House. In fact, the report had
<br />been completed, but the records and files
<br />had not been-made available to the com_
<br />mittee. I shoUld like to ask the distin_
<br />guished senior Senator from' Louisiana

<br />nection with the Army engineers' report
<br />than. what I nave just stated, namely,
<br />that the report had been completed but

<br />Inll the report was caused through no
<br />fault or anyone because early In 1945 .
<br />the eng1neers were moved, and changes
<br />were.ma,de among them ~ecause of the
<br />war. In vIew of the fact tbat tI:1e :llrst
<br />report on the over-all development was
<br />extremely favorable, and 1n View.of the
<br />further fact that the, over-all develop-
<br />ment was approved by the Senate Com~
<br />merce Committee and by the Senate, I
<br />am thereCore led to believe that, by leav.
<br />Ing out the two- developments to which
<br />1 have referred, the report of the Army
<br />eng1neers, when rece1ved, will be most
<br />favorable. Nevertheless. the Ume ele-
<br />ment has been such that the report could
<br />not be submitted to the House of Repre.
<br />sentatlves. No testimony was offered in
<br />connection with the. matter, either be-
<br />fore the House committee, before the
<br />House, or before the Senate conun1llee.
