<br />.,. <br /> <br />\ OPERATING COMMITTEE <br />CLOSED BASIN DIVISION, SAN LUIS VALLEY PROJECT, COLORADO <br /> <br />FORMATION OF COMMITTEE <br /> <br />Public Law 92-514, 92 Congress, S. 520 authorized the Secretary of the Interior to construct, <br />operate, and maintain the Closed Basin Division, San Luis Valley Project, Colorado and in Sec. <br />103 of this Act the operating committee was established. Following is the text of the section of <br />the Act: <br /> <br />Sec. 103. There is hereby established an operating committee consisting of one member <br />appointed by the Secretary, one member appointed by the Colorado Water Conservation <br />Board, and one member appointed by the Rio Grande Water Conservation District, which <br />is authorized to determine from time to time whether the requirements of section 102 of <br />this Act are being complied with. The committee shall inform theSecretariif the--- U_ <br />operation of the project fails to meet the requirements of 102lQJ)adversely affects the <br />beneficial use of water in the Rio Grande BlIsil1.!n Colorado as defined in article I( c) of <br />the Rio Grande Compact (53 Stat. 785). Upon receipt of such information the Secretary <br />shall modify, curtail, or suspend operation of the project to the extent necessary to <br />comply with such requirements or eliminate such adverse affect. <br /> <br />Accordance with this legislation, the operating committee was formed and became active when <br />the project begin operating. During much of the period during which the project has been <br />producing water and delivering it to the Rio Grande, the Secretary appointed Bureau of <br />Reclamation Area Manager Garry Rowe, Rio Grande Water Conservation District appointed <br />Board Member Don Myers and Colorado Water Conservation District appointed Rio Grande <br />drainage Board Member Ray Wright. Presently Garry Rowe continues to serve with the Rio <br />Grande Water Conservation District represented by Board Member George Whitten and the <br />Colorado Water Conservation Board represented by Rio Grande drainage Board Member John <br />Allen Davey. <br /> <br />Th~ formal name ~Closed Basin Division, San Luis Valley Project, Colorado~ is often shortened <br />to _Closed Basin Project.~ <br /> <br />COMMITTEE MEETINGS <br /> <br />Committee meetings have normally been scheduled at least twice per year with a meeting <br />typically in the spring and fall of each year. <br /> <br />Typically a large portion of each meeting is devoted to consideration of reports from Bureau of <br />Reclamation (BOR) and the Division of Water Resources (DOWR).
