Issue 2 <br /> <br /> <br />J <br />Ot,) <br />~ <br /> <br />San Juan Rivel" Recovel"Y <br />, m.plementation Pl"ogl"ctm. <br /> <br />o <br />.::) <br />._, <br /> <br />The San Juan River Recovery ImplementaLion Program <br />(SJRRIP) was initiated in 1992, as a result of the <br />Endangered Species Act requirements on the lowet San Juan <br />River in northwest New Mexico and northeast Arizona. <br />Tne reacn of the river from Navajo Dam in New Mexico <br />to Lake Powell in Arizona has been the focus of the aquatic <br />research by the US Fish & Wildlife Servicc(USFWS). Two <br />ptimary goals for the 7 year study (1992 to 1998) wete as <br />follows: <br />I) "To conserve populations of Colorado squawfish and <br />razorback sucker in the San Juan River basin consistent <br />with the recovery goals established under the <br />Endangered Species Acr, 16 USe. 1531 et seq". <br />2) "To proceed with watet development in the San Juan <br />River basin in compliance with federal and state laws, <br />interstate compacts, Supreme Court decrees, and fedetal <br />trust responsibilities to the Southern Ute, Ute Mountain <br />Ute, Jicarilla Apache and the Navajo tribes". <br />In 1995, a Long Range Plan (LRP) was completed detailing <br />objectives, timelines, budgets and milestones in the 7 year <br />research project and beyond during the recovery stages. In <br />Decembet 1997, a summary plan SJRRIP was released <br />(document #PR-602-]) with details on the findings of the <br />7 year research period and the implementation of the <br />recovery program. Biological research has included changes <br />in flow rates on the San Juan River, and the effect of river <br />flows on endangered fish popularions, Otner research has <br />been conducted on aquatic habitats. introduction of young <br />Colotado squawfish into the exisring popularions in the <br />river environment, determining the role of non-native fish <br />species in the decline of native fish populations and the <br />role of water quality in the aquatic environment for the <br />endangered fish species. It should be noted that no wild <br />razorback suckers have been locared in the lowet San Juan <br />River since 1988, so fish from the San Juan lineage were <br /> <br />- continued on page 3 <br /> <br />I <br /> <br />Wettel" Semin.ctl" Apl"iL Jl"d <br />16th Annual Pl'ogl'altt 01\ Watel' h,ue" <br /> <br />The Sixteemn annual Water Seminar, sponsored by the <br />Southwestern ~rater Conservation District (SWCD), will <br />be held on Friday, April 3, 1998 at the Double Tree Hotel <br />in Durango. Colorado, The day long seminar features <br />panels and speakers on a variety of water policy topics. <br />This year the Southwestern Water Seminar will feature <br />the Endangered Fish Recovery programs and 'in-stream' <br />flow issues in Colorado rivers. Former United States <br />Senaror Hank Brown, who currently serves as the President <br />of the University of Northern Colorado will be the <br />featured speaker at the luncheon. Invited guests and topics <br />include biological research 011 the San Juan River, baseline <br />river flow research, endangered fish recovery programs on <br />the San Juan River, in stream flow programs in Colorado. <br />reserved water rights issues and river restoration prograJTIs. <br />Each year the SWCD sponsors the Annual Seminar <br />featuring leading experts and water agency ofEcials who <br />present and discuss various warer issues.
