In Nov~~ber 1973, the seven states created the

Colorado Fiver Basin Salinity Control Forum. The Forum

generally consists of two, but not to exceed three, members

from each state. The representatives are generally from water

development and water quality agencies of each state who are

appointed by the governors of the stat~s to represent those

states on the Colorado River Basin Salinity Control Forum.

The Forum al so has a lvork Group, which conducts the tech-

nical and engineering work associated with the standards and

standards review, as well as other matters considered by the

Forum.

The Environmental Protection Agency (EPA) interpreted

The Clean Water Act, Public 92-500, as requiring salinity

standards. In December 1974 regulations were promulgated which

required salinity standards for the Colorado River. The sali-

nity standards include numeric criteria and a plan of imple-

mentation for salinity control.

In response to the:1974 regu-

lations, the Forum issued its report in June of 1975 which set

,

,tj

';'-"k-;\H~"~'

"""",-"
