<br />. <br />00102\1 <br /> <br />. <br /> <br />STATEMEN'l' OF BUREAU OF LAND MANAGEMEN'l' <br />WITH RESPECT TO REGULATIONS IMPLEMEl'l'fiNG THE CLASSIFICATION <br />AND MULTIPLE USE ACT <br /> <br />, <br />) <br /> <br />The numerous enactments of important conservation legislation won for the <br /> <br /> <br />88th Congress its title of "The Conservation Congress." It enacted (1) a <br /> <br /> <br />Land and Water Conservation Act, (2) a Water Resources Research Act, (3) a <br /> <br /> <br />Wilderness Act, and (4.) an Economic Opportunity Act, one title of which <br /> <br />provided for a Job Corps devoted to conservation work. <br /> <br />A major part of this conservation achievement was enactment of three <br /> <br />public land laws that will have historical importance: <br />1. A Public Land Law Review Commission Act (P.L. 88-606, <br /> <br />78 Stat. 982, 4.3 U.S.C. 1391 1964. Supp.) <br /> <br /> <br />2. A Classification and Multiple Use Act, (P.L. 88-607, 78 <br /> <br />Stat. 986) <br /> <br />3. A Public Sale Act (P.L. BB-60B, 7B Stat. 988, 4.3 U.S.C. <br />14.21-27) <br /> <br />A Public Land Law Review Commission Act in Section 1 declares: "that the <br /> <br />public lands of the United States shall be (a) retained and managed or (b) be <br /> <br />disposed of, all in a manner to prOvide maxilllUDl benefit to the general public." <br /> <br />The act then provides for a Public Land Law Review Commission, to be composed <br /> <br />of six members of the Senate Committee on Interior and Insular Affairs to be <br /> <br />appointed by the President of the Senate, equally divided between the two <br /> <br />parties; six members of the House Interior and Insular Affairs Committee to <br /> <br />be appointed by the Speaker of the House of Representatives also equally divided <br /> <br /> <br />between the two parties; and six public members to be appointed by the <br /> <br />President of the United States. <br />
