Sparks, Director

SUBJECT: Passage of Senate Bill 35 in Senate

The amended Senate Bill 35 was laid over from last Friday
until Tuesday morning, April 26, 1977. Under the floor leadership
of Senator Noble, the bill was enacted by the Senate this date by a
favorable vote of 31 to 2. Various further amendments to the bill
were proposed, but all were defeated. The bill therefore passed in
the exact form as sent to you last week. It was obvious that the
efforts of the project sponsors were very effective. The bill was
supported by both the County Commissioners Association and the
Municipal League.

Further and immediate concerted action must now be undertaken
towards passage of the bill in the House. The bill will probably be
referred to either the House Committee on Local Government or State
Affairs. As soon as a hearing is scheduled by the committee to which
the bill is referred, we will immediately advise the project sponsors.
If we can obtain sufficient notice, it would be advisable for at least
some of the project sponsors to appear before the House Committee in
support of the bill.

FLS:mm

244~
