<br />. <br /> <br />T'- <br /> <br />I <br /> <br />ATTACHMENT F <br /> <br />CWCB <br />2/22/83 <br /> <br />/.- 0015'45 <br /> <br />c. <br /> <br />Principles for Non-federal Financing <br /> <br />Through the forum of the Western States Water Council, <br />several discussions have been held among western states in recent <br />months concerning non-federal financing of water projects. During <br />the course of these discussions, it has been suggested by Arizona <br />that an effort should be made by the western states to arrive at <br />a consensus on an approach to "up-front" financing (see <br />attachment 0). <br /> <br />Although there has been no agreement, several basic <br />principles have been identified and promotcd by one or morc <br />states. What follows is a compilation of thc major itclns that <br />have thus far been raised in these discussions. <br /> <br />Principles Acceptable to Colorado <br /> <br />1. New financing pOlicies shall not apply to previously <br />authorized projects. <br /> <br />2. <br /> <br />Any shift to non-federal interests of partial responsibility <br />for "up-front" financing shall be accomplished by a matching <br />transfer of appropriate federal revenues to participating <br />non-federal interests. <br /> <br />. <br /> <br />3. <br /> <br />Rates for the sale of hydroelectric power from federal <br />projects shall be increased and the new revenues generated <br />thereby made available to the appropriate states for their <br />use in providing up-front financing. <br /> <br />4. Non-federal financing shall not be required for proj ect <br />purposes which are, under current law, not reimbursable. <br /> <br />5. Non-federal interests shall share in project revenues, <br />including hydropower revenues available through basin funds, <br />in direct proportion to the financing which such interests <br />prov ided for each proj ect purpose. <br /> <br />Principles Not Acceptable to Colorado <br /> <br />1. Any particular percentagcs for non-federal financing of <br />different project purposes (Steiner's latest proposal is <br />attached). <br /> <br />2.
