...:..j
~,....{
J "

Phase IIlh Potential New Activities
May 28, 1998

Introduction

This memorandum describes potential new actIvitIes which, upon further scoping and written
agreement, may be performed as part of the contingency funds associated with a potential
amendment to (Amendment #2) to the CWRA T administration tool contract.

Approach

I. Integration of Diversion Record Transfer wilh Technical Services

This activity would include integration of the diversion record transfer routines that are currently
under development by State Technical Services personnel within lhe Colorado Water Right
Administration Tool, coordination of the development environment between Technical Services and
RTi, and RTi services to familiarize State's Technica! Services dcvclopCiS with the RTi products so
that these products can be supported internally,

2. Additional CWRA T Enhancements - Potential enhancements to the CWRA T include:
. rework the structure queries to allow more than one structure to be selected (estimate
person-month)
. displaying a line diagram of the network for the WIS (estimate 3 person-weeks)
. advanced query abilities (3 person-weeks)
. Update to Java 1.2, including update of third-party tools (estimate 2 person-weeks)

3. Development of New River Mile Data
River mile dala is expected to be needed to accurately locate minimum flow reaches, structures,
reservoirs, and stream gages. This information would be developed under this activity and populated
into the ]NFORMIX database. The dala development will be largely automated by using ARC/INFO
and exisling hydrography coverages to locate structures on the closest stream as listed in the
database. The NETWORK module would then be used to compute the distance from the state line to
each structure. The stream table in the database would be used to assign the stream number.

4. Call Curtailment Graphics and Assistance
In this task, RTi will assist the State in implementing a historic call curtailment tool, as an
enhancement 10 CWRA T and StateMod, Activities may include enhancing the CWRA T and
SlateMod GU! that allow a call curtailment to be performed and graphically viewed,

5. Derived Water Right Tables
In this task, scripts will be developed for the NT version of ]nformix that allow the derived water
rights tables to be updated whenever new water right records are entered, The derived tables would
be built from existing tables within HydroBase. It is anticipated that some coordination with the
Slate will be required to make sure that the logic in the scripts correctly represent the information
stored in the original HydroBase tables, Results will be verified by comparing 10 the existing
derived waler righl tables developed for the SGI version of ]nformix

C:I WICRDSSISCOPEIRTilllblAmend#2.doc

014-

OS/28/98 - I
