Board Meeting of July 27. 1977 <br /> <br />We have this date received a copy of the Federal Register <br />dated July IS. 1977. which contains a "Notice of Publication of <br />Option Papers for Developing National Water Policy Recommendations". <br />The preamble to the publication contains a statement that "the <br />exercise is to develop options for the President's consideration in <br />making decisions on pOlicy". A further statement in the preamble <br />is that it is the purpose of the water policy study to develop "a <br />national resources management policy in consultation with Congress <br />and the public". This latter statement has a hollow ring. since <br />most of the public will not have seen the option papers prior to <br />the scheduled public hearings. <br /> <br />The publication poses a number of problems. both real <br />and imagined, relating to water resource development and use. The <br />format of the publication is such that following the statement of <br />each problem various options to solve the problem are s~t forth. <br />There are approximately 100 options listed in the publication. <br />Each one merits careful consideration. However. such consideration <br />cannot be given within a few days. At the best. it would take at <br />least sixty days to intelligently analyze the various options. A <br />more preferable period would be at least six months. Therefore. the <br />hearings scheduled for next week will be virtually meaningless from <br />a substantive viewpoint, and that is probably the purpose of the <br />hurried schedule. <br /> <br />The publication contains many noble phrases and some <br />worthwhile policy options. The whole exercise could provide a mean- <br />ingful framework for a responsive national water policy. but not <br />under the rules under which the policy study is being conducted. <br />Some of the more interesting options set forth in the publication are <br />as follows: <br /> <br />Z507 <br /> <br />
