<br />-;' , ' <br /> <br />~.i~ <br /> <br />. 000453 <br /> <br />. <br /> <br />. <br /> <br />APRIL 11, 1986 <br /> <br />~ <br />r <br /> <br />STATEMENT OF THE CITY-OF FARMINGTON, NEW MEXICO <br />TO THE ENERGY AND WATER DEVELOPMENT SUB-COMMITTEE <br />OF THE U.S. SENATE COMMITTEE ON APPROPRIATIONS. <br /> <br />SUMMARY <br /> <br />The City of Farmington requests construction funding for <br /> <br /> <br />the Animas La Plata Reclamation Project in Southern Colorado to <br /> <br />be included in the 1987 fisc~l year appropriations in the sum <br /> <br /> <br />of not less than One Million Dollars ($1,000,000). <br /> <br /> <br />STATEMENT <br /> <br />For the past year, all the non-federal entities involved <br /> <br />in the Animas La Plata Project have diligently striven to com- <br />ply with the requirements in the 1986 FY Appropriation Act. <br />That act required that a cost sharing agreement be reached with <br />the Secretary of Interior on this project by June 30, 1986 as a <br />condition to the use of the 86 FY. appropriation. The negotia- <br />tions with the Secretary of the Interior were not fruitful. <br />However, the States and the local entities continued a diligent <br />effort and they were successful in reaching an agreement among <br />themselves concerning many complex legal equitable and cost <br /> <br />sharing issues tied.in the Animas La Plata project. <br /> <br />Those <br /> <br />issues included Indian water rights settlement, sharing the use <br />of various sources of water in New Mexico and cost sharing. <br /> <br />These issues were <br /> <br />difficult and <br /> <br />complex, but we <br /> <br />were <br /> <br />successful. <br /> <br />On March 27, 1986 Senators Dominici, of New Mexico, and <br /> <br />.1: .4 <br />
