STATEMENT OF THE CITY-OF FARMINGTON, NEW MEXICO
TO THE ENERGY AND WATER DEVELOPMENT SUB-COMMITTEE
OF THE U.S. SENATE COMMITTEE ON APPROPRIATIONS.

SUMMARY

The City of Farmington requests construction funding for

the Animas La Plata Reclamation Project in Southern Colorado to

be included in the 1987 fisc~l year appropriations in the sum

of not less than One Million Dollars ($1,000,000).

STATEMENT

For the past year, all the non-federal entities involved

in the Animas La Plata Project have diligently striven to com-
ply with the requirements in the 1986 FY Appropriation Act.
That act required that a cost sharing agreement be reached with
the Secretary of Interior on this project by June 30, 1986 as a
condition to the use of the 86 FY. appropriation. The negotia-
tions with the Secretary of the Interior were not fruitful.
However, the States and the local entities continued a diligent
effort and they were successful in reaching an agreement among
themselves concerning many complex legal equitable and cost

sharing issues tied.in the Animas La Plata project.

Those

issues included Indian water rights settlement, sharing the use
of various sources of water in New Mexico and cost sharing.

These issues were

difficult and

complex, but we

were

successful.
