<br />WESTPO Governors' Response to Secretary Watt's
<br />Invitation to Comment on Water Project Financing

<br />Introduction
<br />
<br />Secretary Watt, by telegram of January 25 (attachment A),
<br />has invited all Governors to comment on project cost-sharing by
<br />March 25. The question of a WESTPO response has been scheduled
<br />for discussion among the ~overnors on Sunday, February 27. The
<br />issue is whether the Governors should respond, and if so, the
<br />substance of that response.

<br />Background
<br />
<br />The term "water project cost-sharing" contains two distinct
<br />but interrelated questions. The first is the question of
<br />financing--who puts up the money to pay for construction at the
<br />time a project is built. The second is the question of who
<br />ultimately pays for the costs of constructing and operating a
<br />project. This is a function of r.evenue sources and repayment
<br />requirements, with the entity that financed a project not
<br />necessarily being the one which pays for the project in the end.

<br />Historically, major federal water projects have been
<br />financed entirely by the federal government but repaid, in part,
<br />with revenues from water. users and fr.om hydroelectric power.
<br />The present requirements for repayment of federal water projects
<br />are set forth in attachment B.
<br />
<br />Repayment requirements and the financing aspects of federal
<br />water projects have been intensely debated for the last three or
<br />four years. The major events in this history are:
