.

e

ISSUES
FOR THE ADVISORY GROUP TO
INVESTIGATE and OFFER RECOMMENDATIONS/COMMENTS

PUBLIC COMMENTS: Through a series of advertised public meetings,
inform the public about the details of the proposal and invite
public comments. Report on those comments and the perceived
degree of public support for the proposal.

GUNNISON GORGE LANDS - Proposed Gunnison Gorge National
Recreation Area: Discuss and determine which federal agency, BUM
or the National Park Service, is most appropriate to manage the
proposed Gunnison Gorge NRA.

~ & SCENIC RIVER: Discuss among the water right holders
represented on the advisory group [City of Delta; Colorado Ute
Electric Association, and the Pittsburg and Midway Coal Mining
Company], the status of their projects and future plans as
presently known. Discuss any options that may be available to
remove any conflicts with the proposed Wild & Scenic designation.
Determine if the conflicts can be removed and the timeline for
doing so. Determine if there are any other water rights present
on this part of the river that may pose a conflict.

If the water right conflicts are not able to be
resolved in the near future, discuss possible options for other
forms of riverway protection/management/partial designation that
would receive consensus support from the advisory group.

Make a consensus recommendation for appropriate
designation or no designation for all or part of the proposed 25
mile segment of the Lower Gunnison River.

CONCEPT MANAGEMENT: Although the intent of this proposal is not
to tamper with the existing management plans that have been
developed for each of the existing units, discuss and comment on
any management concerns.

OTHER RECOMMENDATIONS - COMMENTS: Report on any other concerns
developed in the course of the advisory group public meetings or
group discussions.

THE PROPOSAL: Make a consensus recommendation, based on the
advisory group discussions and public comments, as to whether the
proposal as presented or in a modified form, should be presented
to the 99th Congress in the form of legislation.

~
#
