FINDINGS OF FACT, CONCLUSION OF LAW, JUDGMENT AND DECREE

IN THE MATTER OF THE APPLICATION FOR WATER RIGHTS OF THE
COLORADO WATER CONSERVATION BOARD ON BEHALF OF THE PEOPLE
OF THE STATE OF COLORADO, IN LA PLATA, A NATURAL STREAM,
IN THE WATERSHED OF SAN JUAN, IN LA PLATA COUNTY.

THIS MATTER, having come before the court on the applica-
tion of the Colorado Water Conservation Board ("Board") and the
court being fully advised as to the matter of the application
herein, hereby enters the following Findings of Fact, Conclusions
of Law, Judgment and Decree.

FINDINGS OF FACT

1. The application herein was filed on December 31,

2. On January 13, 1988 the Water Referee, Water Division
7, issued a ruling granting the application but reducing the
amount of water claimed for the period from November 1 through
March 31 to 5 c.f.s. The Southwestern Water Conservation Dis-
trict ("District") protested the ruling on February 2, 1988.

3. On April 26, 1988, the Board and the Division Engi-
neer, Water Division 7, reached a stipulation to incorporate the
Division Engineer's administrative legal description into any
decree awarded herein. This court approved the stipulation on
May 3, 1988.
