<br />. <br /> <br />. <br /> <br />. <br /> <br /> <br />Federal Emergency Management Agency <br />Washington, D.C. 20472 <br /> <br />JUN l4 2001 <br /> <br />CERTIFIED MAIL <br />RETURN RECEIPT REQUESTED <br /> <br />IN REPLY REFER TO: <br />Case No.: 00-08-410R <br /> <br />The Honorable William M, Berens <br />Mayor, City of Broomfield <br />One Descombes Drive <br />Broomfield, CO 80020 <br /> <br />Community: City of Broomfield, CO <br />Community No.: 085073 <br /> <br />104 <br /> <br />Dear Mayor Berens: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) comment on the <br />effects that a proposed project would have on the effective Flood Insurance Rate Maps (FIRMs) and <br />Flood Insurance Study (FIS) reports for your community and Adams and Boulder Counties, in <br />accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations, In a letter dated <br />September 21, 2000, Mr, Gary Behlen, P .E., City Engineer, City of Broomfield, requested that FEMA <br />evaluate the effects that the proposed Aspen Creek Phase I Regional Drainage Project (proposed project) <br />along Quail Creek and Tributary D would have on the flood hazard information shown on the effective <br />FIRMs and FIS reports, The Special Flood Hazard Areas (SFHAs), the areas that would be inundated by <br />the flood having a I-percent chance of being equaled or exceeded in any given year (base flood), along <br />both streams are designated Zone A, SFHAs where no Base Flood Elevations have been determined. <br />The approximate Zone A boundary delineations shown on the effective FIRMs are based on an existing <br />conditions hydraulic analysis from the Flood Hazard Area Delineation (FHAD) report for Quail Creek & <br />Tributaries and McKay Basin, prepared by the Urban Drainage and Flood Control District (UDFCD), <br />dated July 1986. <br /> <br />All data required to complete our review of this request for a Conditional Letter of Map Revision <br />(CLOMR) were submitted with letters from Mr. David C. Webster, P,E., Water Resources Engineer, <br />Boulder County Transportation Department; Mr. Besharah Najjar, P .E., Floodplain Administrator, <br />Department of Public Works, Adams County; Mr. Phillip M. Bowman E.L, Project Engineer, Rocky <br />Mountain Consultants, Inc.; and Mr. Behlen. <br /> <br />The proposed project reach extends along Quail Creek from approximately 1,600 feet downstream of <br />Sheridan Parkway to Country Estates Pond, which is located just upstream of South 124th Street, and <br />along Tributary D from the confluence with Quail Creek to approximately 50 feet downstream of South <br />124th Street. <br /> <br />Along Quail Creek, the proposed project will include the following elements. <br /> <br />From downstream of Sheridan Parkwav to Sheridan Parkwav: <br />. Approximately 1,600 feet of channelization downstream of Sheridan Parkway <br />. Approximately 190 feet of 66-inch-diameter reinforced-concrete pipe culvert (Rep) under Sheridan <br />Parkway, with an 8-foot by 8-foot box inlet structure for Detention Pond C <br />
