Michael Cooke <br />Chairman, Douglas County <br />Board of Commissioners <br />10 I Third Street <br />Castle Rock, Colorado 80104 <br /> <br />Community: Douglas County, Colorado <br />Community No.: 080049 <br />Panels Affected: 0020 C and 0135 C <br /> <br />Dear Mr. Cooke: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective Flood <br />Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in accordance with <br />Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated December 20, 1996, <br />Mr. Randall E. Teague, P.E., Capital Projects Manager, Engineering Division, Douglas County Department <br />of Public Works, requested that FEMA revise the FIRM and FIS report to show the effects of a change in model <br />type from WSP2 to HEC-2, updated topographic information along Plum Creek from approximately 3,400 feet <br />downstream to approximately 2,500 feet upstream of Titan Road, and construction of a new bridge across Plum <br />Creek at Titan Road. The revised reach extends from approximately 3,570 feet downstream to approximately <br />13,650 feet upstream of Titan Road. This request follows up on a Conditional Letter of Map Revision issued <br />on October 10, 1995. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Randal <br />Lapsley, P.E., Project Engineer, and Mr. Roy D. Fawcett, P.E., both with Kirkham Michael Consulting <br />Engineers, and Mr. Teague. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />FIS report. Enclosed, for your review, are preliminary copies of FIRM Panels 0020 C and 0135 C, Profile <br />Panels OIP and 02P, and the affected portions of the Floodway Data Table that will reflect the modifications <br />made by this request. <br /> <br />Public notification of the proposed modified elevations of the flood having a I-percent chance of being equaled <br />or exceeded in any given year (base flood) will be given in the Douglas County News-Press on or about <br />February 18, 1998 and February 25, 1998. A copy of this notification is enclosed. In addition, a notice of <br />changes will be published in the Federal Register. Within 90 days of the second publication in the Douglas <br />County News-Press, community officials and/or interested parties may submit scientific or technical information <br />that would support reconsideration of the proposed base flood elevations (BFEs) presented on the preliminary <br />copies of the FIRM and portions of the FIS report. <br /> <br />If we do not receive any changes or comments during this 90-day appeal period, we will revise the FIRM and <br />FIS report to modify the BFEs, and the boundary delineations of the floodway and the Special Flood Hazard <br />Area (SFHA), the area that would be inundated by the base flood, along the revised reach of Plum Creek. If <br />we do not receive any valid appeals, the BFEs for the revised reach will increase in some areas and decrease <br />in other areas; the width of the SFHA will increase in some areas and decrease in other areas; and the width <br />of the regulatory floodway will increase in some areas and decrease in other areas. <br />
