Specifically, this responds to a letter dated <br />November 27, 1995, from Mr. Jay R. Harrington, Town Administrator, Town of Pagosa Springs, <br />regarding the effective FIS report, Flood Insurance Rate Map (FIRM), and Flood Boundary and Floodway <br />Map (FBFM) for the unincorporated areas of Archuleta County, Colorado. Mr. Harrington requested <br />that the Federal Emergency Management Agency (FEMA) revise the effective FIRM and FBFM to show <br />the effects of the placement of 42 rock structures along the San Juan River from approximately 3,440 feet <br />downstream of Hot Springs Road to approximately 2,700 feet upstream of Pagosa Street. This request <br />follows up on a Conditional Letter of Map Revision, which was issued on March 15, 1994. <br /> <br />All data required to complete our review of this request were submitted with Mr. Harrington's <br />November 27 letter and a facsimile dated December 20, 1995, from Mr. Don R. May, P.E, Because this <br />Letter of Map Revision (LOMR) shows the effects of a publicly sponsored flood-control project that <br />reduces flooding to existing development, fees were not assessed for the review. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />FBFM, and have revised the FIRM and FBFM to modify the elevations and floodplain and floodway <br />boundary delineations of a flood having a I-percent chance of being equaled or exceeded in any given year <br />(base flood) along the San Juan River from approximately 250 feet upstream to approximately 2,700 feet <br />upstream of Pagosa Street. <br /> <br />The effect of the channel modification project on the unincorporated areas of Archuleta County is limited <br />to the north bank ofthe San Juan River from approximately 250 feet upstream to approximately 2,700 feet <br />upstream of Pagosa Street. As a result of the project, the base flood elevations (BFEs) decreased along <br />the reach affecting the unincorporated areas of Archuleta County. The maximum decrease in BFE, 4 feet, <br />occurs approximately 925 feet upstream of Pagosa Street. The width of the Special Flood Hazard Area <br />(SFHA) and the floodway decreased on the north bank of the San Juan River from approximately 250 feet <br />upstream to approximately 2,700 feet upstream of the Pagosa Street. The maximum decrease in SFHA <br />width within the unincorporated areas of Archuleta County, 70 feet, occurs from approximately 1,700 feet <br />upstream to approximately 2,600 feet upstream of Pagosa Street. The maximum decrease in floodway <br />width in the unincorporated areas of the county, 20 feet, occurs approximately 2,050 feet upstream of <br />Pagosa Street. <br />
