<br />e <br /> <br /> <br />CASFM <br /> <br />It is my pleasure to welcome everybody to the 1999 Annual Conference of the Colorado <br />Association of Stormwater and Floodplain Managers. We return this year to Steamboat <br />Springs and the beautiful Yampa River Valley. This location provides all attendees with the <br />opportunity to enjoy the Fall beauty of the Valley and at the same time participate in a <br />conference that focuses on stormwater and floodplain management issues that challenge us <br />daily. <br /> <br />I am also proud to announce that our conference this year represents the 1 af" Anniversary of <br />our organization. In honor of our 1 at" Anniversary, the theme for this year's conference is <br />"Looking Back...Looking Ahead." The presentations and technical sessions will provide us with <br />the opportunity to celebrate past achievements, examine and discuss current issues, and <br />explore future challenges in the field of stormwater and floodplain management. <br /> <br />e <br /> <br />Our keynote speaker is Mr. Chris Adams, Co-Director of the Flash Flood Laboratory at the <br />Cooperative Institute for Research in the Atmosphere at Colorado State University. His <br />research interests and experience focus on community response to natural hazards, education <br />of end users on the application of scientific information on weather-related hazards, and social <br />and economic impacts of weather and flood information. Mr. Adams will share his experience <br />and insight on flash floods and their impacts on the community, the unique hazard that a flash <br />flood poses, and the acceptable risk communities are willing to face. <br /> <br />Based on positive feedback from last year's conference, we have scheduled two concurrent <br />workshops which specifically focus on streambank stabilization and flood proofing. The <br />technical presentations include a variety of topics and several noteworthy speakers including <br />Mr. Mike Grimm (FEMA Headquarters) who will present a plenary session on "New FEMA <br />Initiatives." Please take the opportunity to ask questions and share your comments and be <br />sure to enjoy your time in Steamboat Springs. <br /> <br />Planning this conference relies on the hard work of several volunteers.
