The
overall revision process has taken several years, and represents a total in-kind and cash contribution of well
over $2M.

The following document is the final draft of Book VI that is being released to solicit comment from industry
stakeholders prior to its finalisation_ Earlier versions of the draft have been reviewed in detail by specialists
from all States, as described in the Preface and Acknowledgments_ It is hoped that this step in the review
process will provide further input that can be used to refine the guidelines before they are finalised and
published_ This final draft will be available for comment until the end of February 1999, after which time It is
intended that the final revisions will be incorporated and the Book prepared for publication_

A pro-forma is attached that should be used to provide comments on any sections that are reviewed_ Given
the potentially large number of comments that may be received and thus the considerable potential for
conflicting views, it is important that whole sections of the pro-forma are completed so that consensus is
reached on which aspects are in most need of revision.

If you wish to provide comments, then please send the annotated form to the undersigned by the end of
February 1999 at the following address:

Sinclair Knight Merz
PO Box 2500
Malvern Vic 3144

Yours sincerely,

DW~

Dr Rory Nathan
Convenor, Chapter 13 ARR87 Revision Committee
email: RNathan@skm.com.au

281h November 1998
