I I I I I I I I I I 1 I I I I I I I I THE INSTITUTION OF ENGINEERS, AUSTRALIA Dear Stakeholder, AUSTRALIAN RAINFALL AND RUNOFF 1998 Revision of Book VI - Estimation of Large to Extreme Floods The IEAust National Committee on Water Engineering (NCWE) has adopted a strategy of continually updating ARR to incorporate the results of new research and improving technology, in order to ensure its relevance to the profession_ The first step in the process was to re-arrange the 14 chapters of the full document published in 1987, into 8 booklets_ This is now available from EABooks, ph 02 9438 5355 or fax 02 9438 5343_ Book VI (Chapter 13) "Estimation of large to extreme floods" is the first chapter to be revised_ The revised Book incorporates a number of research outcomes arising from work undertaken at the Cooperative Research Centre for Catchment Hydrology and the Bureau of Meteorology, as well as recent recommendations on the annual exceedance probabilities of the Probable Maximum Precipitation. The overall revision process has taken several years, and represents a total in-kind and cash contribution of well over $2M. The following document is the final draft of Book VI that is being released to solicit comment from industry stakeholders prior to its finalisation_ Earlier versions of the draft have been reviewed in detail by specialists from all States, as described in the Preface and Acknowledgments_ It is hoped that this step in the review process will provide further input that can be used to refine the guidelines before they are finalised and published_ This final draft will be available for comment until the end of February 1999, after which time It is intended that the final revisions will be incorporated and the Book prepared for publication_ A pro-forma is attached that should be used to provide comments on any sections that are reviewed_ Given the potentially large number of comments that may be received and thus the considerable potential for conflicting views, it is important that whole sections of the pro-forma are completed so that consensus is reached on which aspects are in most need of revision.
