The March 12 LOMR, requested by Mr. David W. Loseman. P.E., L.S., Floodplain
Manager, Department of Community Development, City of Westminster, revised the effective Flood
Insurance Rate Map (FIRM) and Flood Insurance Study (FrS) for your community to show the effects of
the'conveyance'of-North,Gity,Park,Greek-in,a,storm,sewer,system,through,the.Legacy~idge West
development and construction of two detention ponds. On June 17, 2003, FEMA issued a new FIRM and
FrS report for Jefferson County, Colorado, and its incorporated areas in our countywide format. Because
this effective date was already established for the new FIRM and FrS report, the modifications made by
the March 12 LOMR were not incorporated into these maps and were subsequently superseded. This
LOMR reissuance incorporates the modifications made by the March 12 LOMR and revises the newly
effective FIRM and FrS report.

As part of the Legacy Ridge West development, the flood having a I-percent chance of being equaled or
exceeded in any given year (base flood) is conveyed in the storm sewer system through the site from
North Sheridan Boulevard to approximately 1,450 feet upstream, at the limit of detailed study. The two
detention ponds, Filing-7 Pond I (Pond I) and Filing-7 Pond 2 (Pond 2), are located approximately
800 feet upstream and approximately 200 feet upstream of North Sheridan Boulevard, respectively. The
Special Flood Hazard Areas (SFHAs), the areas that would be inundated by the base flood, for Ponds I
and 2 are designated Zone AE, SFHAs with Base Flood Elevations (BFEs) determined, The SFHA and
the regulatory floodway along the remainder of the revised reach are contained within the storm sewer
system.

We have revised the FIRM and FrS report to incorporate the modifications made by the March 12 LOMR
along North City Park Creek. As a result, the BFEs and the width of the SFHA for North City Park Creek
increased in some areas and decreased in other areas, and the width of the regulatory floodway decreased,
The modifications are shown on the enclosed annotated copies of FIRM Panel 08059C0093 E, Profile
Panel 346P, the Summary of Stillwater Elevations Table, and affected portions of the Floodway Data
Table. This LOMR hereby revises the above-referenced panel of the effective FIRM and the affected
portions of the FIS report, both dated June 17,2003.
