In a letter dated
July 7,1999, Mr. Brad Sheehan, Development Review Coordinator, Planning & Zoning, Jefferson County,
requested that FEMA revise the FIRM and FIS report to show the effects of more detailed topographic data
for North Branch Coon Creek from approximately 1,200 feet upstream of South Simms Street to
approximately 700 feet downstream of South Oak Street; a new hydraulic analysis of the existing culverts
at South Simms Street; construction of South Owens Street and a culvert at South Owens Street; channel
modifications, including grading and check structures, from South Simms Street to approximately 800 feet
downstream; and construction of detention ponds. This request follows up on a Conditional Letter of Map
Revision issued on February 20, 1998.

All data required to complete our review of this request were submitted with letters from Mr. Vince C.
Geronimo, Project Engineer, P.R. Fletcher & Associates, Inc., and Mr. Sheehan.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
FIS report. We have revised the FIRM and FIS report to modify the elevations, floodplain boundary
delineations and zone designations of the flood having a I-percent chance of being equaled or exceeded
in any given year (base flood) along North Branch Coon Creek from approximately 800 feet upstream of
South Simms Street to approximately 700 feet downstream of South Oak Street. As a result of the
modifications, the base flood elevations (BFEs) for North Branch Coon Creek and the width of the Special
Flood Hazard Area (SFHA), the area that would be inundated by the base flood, increased in some areas
and decreased in other areas. The modifications are shown on the enclosed annotated copies of FIRM
Panel(s) 0360 B and 0380 C and Profile Panel(s) 263P through 266P. This Letter of Map Revision
(LOMR) hereby revises effective FIRM Panel 0360 B dated August 5, 1986; FIRM Panel 0380 C dated
July 4, 1989; and the affected portions of the FIS report dated July 4, 1989.

The modifications are effective as of the date shown above. The map panel(s) as listed above and as
modified by this letter will be used for all flood insurance policies and renewals issued for your community.
