The <br />Flood Protection Section has prepared or sponsored the preparation of numerous other technical <br />documents relating to floodplain management in various ways. In addition, local governments, federal <br />agencies and private entities have prepared other flood-related technical documents. The CWCB does <br />not have statutory authority and therefore has never formally approved any such documents in the past. <br /> <br />Staff is now suggesting that the Board consider "formal approval" of flood-related technical documents <br />in the future. Staff at this time is onlv requesting the Board to consider and discuss the concent of a <br />future approval process for technical information other than 100-vear floodplain studies. <br /> <br />Backl!round <br />In Sections 30-28-111, C.R.S. (counties) and 31-23-30l, C.R.S. (municipalities), the CWCB is given <br />the statutory responsibility to "designate and approve ... any storm or floodwater runoff channel or <br />basin ..." in Colorado for subsequent designation by the pertinent local government. In carrying out <br />that responsibility, the Board has designated and approved over 500 floodplain information reports and <br />maps since December 1967. <br /> <br />The Flood Protection Section staff has prepared or participated in the preparation of many other types of <br />technical documents related to floodplain management and continues to do so. Local governments, <br />federal agencies, and private entities have also prepared such documents and will do so in the future. In <br />the past, specific formal action by the Board was not requested by staff due to the lack of statutory <br />authority for such action.
