Hope Ditch Company (Wiesner Subdivision) - Well Replacement Project

Introduction

The Hope Ditch Company (HOC) is applying for a $153,000 ioan from the Construction Fund to
replace an existing well for domestic water suppiy. The estimated total cost of the project is $170.000.

Backaround

HOC provides water to a portion of the Wiesner Subdivision in unincorporated Adams County. The
subdivision is located near the intersection of York Street and 165th Street (approximately one mile
east of 1-25 and one mile north of SH 7). Wiesner Subdivsion is bordered on the west and south by
land that is now annexed to the City of Thornton. HOC has an existing well that serves 23 homes in
the subdivision. There were 52 platted lots in the original subdivision, so not all lots are members of
HOC. There are about 5 homes that have wells or water service from other providers, and the
remaining lots are vacant. Typical lot sizes vary from 1 to 2 acres. Excluding their distribution
system. HOC facilities consist of the existing well (No. 13593-F) drilled in 1969 to a depth of 950
feet. a pumphouse building where water is chlorinated and the system pressurized, and two above-
ground storage tanks totally about 50,000 gallons, all located in the SW corner of Lot 24 of the
subdivision. All water use is metered. The well is now 36 years old and the casing pipe has
significant deterioration with perforations clogging up with corrosion. As a result, the community
has to haul water in order to meet the demands.

The original well was permitted for 60 gpm with an allowable annual withdrawal of 97 AF. Yield
from the well in 1969 was reported at 30 gpm. but currently the well is producing at less than 7 gpm.
HOC is proposing to replace the existing well by drilling a new well. The State Engineer's Office
(SEO) has issued a replacement well permit No. 13593-F-R on November 18, 2005, which allows
an annual withdrawal of up to 48 acre-feet per year, at a rate not to exceed 30 GPM. The HOC
water system is classified as a "Community Water System", and is in compliance with Colorado
