The work was based on a Severance Tax funding authorization for the immediate past fiscal
year and included $50,000 in contracted technical services in addition to staff time. The prototype made use
of a specific geographic location, in this case Larimer County, to create the framework, layers, links, and
other technical requirements that would not only accomplish the Flood Section objectives, but also would
integrate fully with existing DSS products managed by the CWCR

The proposed ultimate product for the Flood DSS will be web-based and will include spatial/geographic
infonnation as well as non-spatial data that may be linked through existing databases or other sources of
infonnation. Layers within the DSS prototype for Larimer County now include many items such as
designated floodplains, historical flood disaster areas, National Flood Insurance Program participating
communities, stream gages, cloud seeding permit areas, and flood control structures, just to name a few.

PRESENTATION
Staff intends to update the Board on this project by providing a presentation at the Board meeting. A project
team member from Riverside Technology is scheduled to assist with the presentation, and will demonstrate
the capabilities and data sets available within this powerful tool.

SUMMARY
Staff is providing this item for Board information and is not requesting specific action at this time. Staff
intends to submit a future request to the Board and its Finance Committee for consideration of a non-
reimbursable investment to implement a full-scale Flood DSSS. The request will be based on the prototype
work already completed as well as a scope of work/cost estimate that will be drafted in the near future.
