At the November 6-7, 1995 Broad Meeting, approval was given to grant requests for easernents
in CWCB' right-of-way along the Chatfield Downstream Channel hnprovement Proj ect on a
case-by-case basis. At the May 22,2001 Broad Meeting, staff was requested to formalize the
operating guidelines for the administration of the lands within the Chatfield Downstream
. Channel hnprovement Project right-of-way. .

Discussion
. Since November 1995, the CWCB staff has been performing technical review and providing the
Board with recommendations under gener;U guidelines for maintaining the design flood
conveyance of the irnproved flood channel for the South Platte River. The Board ispartnering
with the South Suburban Parks and Recreation District to provide a quality recreational program
within the Board's project right-of-way. All of the Board's actions have been performed under
the operating requirements as outlined in the project "Operation and Maintenance Manual"
developed by the Corps of Engineers, Omaha District that is dated 1990.

On June 12th the Board staff conducted a field tour with representatives form the South Suburban
Parks and Recreation District, Urban Drainage and Flood Control District, and the Corps of
Engineers to view development activities on the Chatfield Downstream Channel hnprovement
Project Lands owned by the CWCB. The purpose of the trip was to gather field data to assist in
drafting the attached guidelines and to make the guidelines as pertinent as possible to the actual
conditions in 2001.

Recommendation
Staffrecornmends that the Board review and cornment on the attached Chatfield Downstream
hnprovement Project Easement Guidelines prepared by the Flood Protection Section in July
2001. Upon review we recornmend approval the November 2001 Board Meeting.
