Staff is requesting the Board declare its intent to
appropriate the recommended instream flows. CWCB staff has reviewed each proposed stream
segment to ensure each flow recommendation and data set was complete and standard methods and
procedures were followed. In addition, staff has completed its map work and water availability
studies.

Staff has identified 16 stream segments in Water Divisions 1,4,6 and 7 that are ready for the Board
to declare its intent to appropriate. These segments are located in Boulder, Montrose, Delta, Ouray,
Moffat, Routt and Montezuma Counties. Some stream segments noticed on the November 2005,
agenda were withdrawn from consideration at this time, due to insufficient field data, and/or water
availability concerns (i.e. Eagle River, South Fork Big Creek, Indian Creek, North Fork North Platte
River, North and South Fork Fortification Creeks, Willow Creek, Black Sulphur Creek, East Willow
Creek, Piceance Creek, Yellow Creek, Armstrong Creek, Chimney Creek, Deep Creek, Dutch
Creek, Foidel Creek and Morrison Creek). As more data is collected, these streams may be brought
to the Board for their consideration.

TECHNICAL INVESTIGATIONS

The executive summary reports of technical data, contained in the Instream Flow Recommendation
Notebook, form the basis for the staffs recommendations.

Flood Protection.
