Walcher <br />Executive Director <br /> <br />TO: <br />FROM: <br />DATE: <br /> <br />Colorado Water Conservation Board Members <br />Dan McAuliffe <br />November 9, 2001 <br /> <br />Rod Kuharich <br />Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />RE: <br /> <br />Agenda Item #25e - Capital Improvements and Leased Space <br /> <br />The CWCB was created in 1937 and is the state executive branch agency responsible for state <br />water policy and planning, Our mission is to promote the protection, conservation and development of <br />Colorado's water resources and minimize the risk of flood damage. <br /> <br />Although we loan and otherwise provide tens of millions of dollars to others each year to <br />address infrastructure needs, we only have an internal annual capital budget of $8,800. <br /> <br />By comparison, the Division of Wildlife has an annual capital budget exceeding $1 million. <br /> <br />Using our capital funds we have attempted to buy computers, upgrade our telephones, maintain <br />documents and maps, and generally provide a place to conduct our day to day business. Unfortunately, <br />according to state standards, we have less than half the space for personnel needed for an agency like <br />ours. We don't even have a meeting room. And, if the Governor's budget is enacted by the General <br />Assembly, we will receive two additional staff to work on our River Decision Support Systems, <br /> <br />We have come to the realization that existing funds simply are not adequate and something must <br />be done to improve working conditions. <br /> <br />Therefore, we are recommending that you approve an appropriation from the Construction <br />for $200,000 for CWCB capital improvements and leased space. ' -,- <br /> <br />With these funds we intend to undertake office space renovations including new carpet, <br />telephones, the construction of a meeting room and filing and storage space. We will also look for <br />additional office space in the building where the existing Water Resource Information is housed (next to <br />the Colorado Water Congress's office) and to make the WRlC habitable for several existing staff <br />members. <br /> <br />Flood Protection.
