Forest Service Reserved Rie:bts Cases, Case Nos. W-1146-73 et aI., Water Division 7.

The Forest Service has still not replied to the state and water users June, 2003 joint response
to the Forest Service's settlement proposal. Our response set forth some general principles to
guide future negotiations that we would require in order to continue on a settlement path.

2. Kansas v. Colorado, United States Supreme Court. No. 105, Orie:inaI.

Kansas filed exceptions to the Special Master's Fourth Report with the U.S. Supreme Court
January 22. The United States requested and was granted an extension of the time for reply so
they could file a response supporting the Special Master's recommendation that no river master
should be appointed; this is helpful to Colorado's position. Colorado's and the United States'
responses are due March 22. We now know that there will be no oral argument set in this case

".

1 Text concerning previously reported matters will usually contain only information on recent developments rather
than repeating background information.
