City of Boulder

Instream flow rights on Boulder Creek and North Boulder Creek were met during most of the
irrigation season, as this was an average year in terms of streamflows in the Boulder Creek
watershed. The City of Boulder's donated water rights provided critical augmentation during the low
flow months of November through March and during August, September and October.

The Board's instream flow rights on Boulder and North Boulder Creeks are shown in Figure I.
Pursuant to the 1990 Agreement and the 1992 Addendum to this agreement, the City of Boulder
shall release 0.5 cfs from Silver Lake and forgo diversion of an additional I cfs at the Lakewood
Reservoir inlet to augment the ISF rights on North Boulder Creek. In addition, Boulder has donated
several irrigation water rights to augment the ISf rights on Boulder and North Boulder Creeks.

e
