Lorna Ditch and Lateral Company - Ditch Rehabilitation

Introduction

The Loma Ditch and Lateral Company (LDLC) is applying for a $250,235 Small Project Loan from the
Construction Fund to rehabilitate their existing open concrete ditch by placing it in an underground
pipe. The estimated total cost of the project is $278,041. This project is a continuation of an earlier
project begun in 2000 which placed approximately half of the existing ditch in underground pipe.

Backaround

The LDLC is located in Mesa County near the community of Loma, approximately 15 miles
northwest of Grand Junction. It operates for the benefit of its shareholders by delivering water for
irrigation within an 800-acre service area. The ditch is a carrier ditch for irrigation water from head
gate 345 of the Keiffer Extension of the Grand Valley Irrigation Company (GVIC). It extends
approximately 3.2 miles from the GVIC head gate to the end of the ditch/lateral. The upper portion.
of the lateral (1.7 miles) has been converted from open concrete ditch to underground pipe in two
phases beginning in 2000 and completed in Spring 2002. The previous project was paid for by a
combination of Natural Resources Conservation Service (NRCS) funds and shareholder special
assessments. The remaining portion of the ditch (1.5 miles), being addressed by this application,
remains in open concrete ditch and is in badly deteriorated condition. Portions of the existing open
concrete ditch are cracked and broken to the point of leaking, seeping, and occasionally flooding in
many places. The LDLC is proposing to upgrade the remaining deteriorated section of the service
by completing installation of underground pipeline (18" to 1 0") to complete the project.
