Lile,P.E. <br />Director, ewes <br /> <br />Colorado Water Conservation Board Members <br /> <br />FROM: <br /> <br />Peter Evans <br /> <br />DATE: <br /> <br />9 March, 1998 <br /> <br />RE: <br /> <br />Agenda Item 3(b), March 10-11, 1998 Board Meeting-- <br />CWCB Director's Report <br /> <br />Pursuant to the memorandum dated February 18, 1997 from Jim Lochhead, I <br />continue to serve as Acting Director of your staff and offices during Chuck Lile's <br />absence. Chuck's recovery and well being are of great importance to all of us, and we <br />hope he and Jim Lochhead will be able to clarify their plans soon. However, based upon <br />discussions at our January 1998 meeting, I have initiated a careful review of all senior <br />staff workload priorities in conjunction with the reassignment of key responsibilities. All <br />Section Chiefs have been very supportive in this review, and the process is a healthy one, <br />but it will take awhile to complete. <br /> <br />Jim Lochhead has agreed to assume Chuck's responsibilities for all major <br />Colorado River activities including the Animas-La Plata reconciliation initiative but <br />excluding the Salinity Forum, which I will plan to cover with assistance from CWCB <br />staff, David Robins and David Holm. With assistance from Hal Simpson and our staff, I <br />will also pick up Chuck's responsibilities for the SB 96-74 investigations concerning the <br />Denver Basin and the South Platte River, meetings of the Arkansas River Compact <br />Administration, the Colorado Ground Water Commission, the Water Congress, the <br />Western States Water Council and the General Assembly. I was unsuccessful in <br />convincing the DNR to resume responsibilities for coordinating our efforts in the <br />Recovery Programs with the division of Wildlife and the Department of Agriculture, but <br />Randy Seaholm has assumed many San Juan River Recovery Program functions. Randy <br />and Larry Lang have agreed to help get the MWSI/Chatfield Reservoir efforts going <br />again. Dan Merriman and Greg Espegren will assume more ofthe Recovery Program <br />flow protection responsibilities, and Bill Stanton is helping extensively with the water <br />resource planning initiatives and legislative coordination. <br /> <br />At this point, we are still scrambling to respond to budgetary and other legislative <br />inquiries while we keep up with our ongoing programmatic responsibilities. We are also <br />managing to stay involved in the salary survey for the state job classification covering 'I. <br />of our employees (the State Auditor's Office is investigating the possibility this class is <br />substantially overpaid!), the development of a "pay for performance" plan required by the <br />General Assembly to be implemented in the next 2 Yz years, the review and improvement <br />
