January 28-29, 1998, Board Meeting-- <br />Windsor Canal and Reservoir Company <br /> <br />Approval of a Construction Fund Authorization in amount of $925,000 for <br />construction of a pump station on Big Windsor Reservoir. (This item has been <br />carried over from the November 24,1997 Board meeting, item 171.) <br /> <br />BACKGROUND <br /> <br />This item was considered at the November 24, 1997 Board Meeting, and deferred to the January <br />28, 1998 meeting to allow time to complete the feasibility study. <br /> <br />The Windsor Canal and Reservoir Company (located in Larimer and Weld Counties) has applied <br />for a Construction Fund Authorization to construct a pump station on the Big Windsor Reservoir, <br />to lift water into the Larimer and Weld Canal. The Company is requesting a $925,000 <br />Authorization from the Construction Fund for this project, 75 % of the estimated total cost of <br />$1,233,325. This reservoir is located abot;t 10 miles east of Fort Collins, in Weld County (see <br />attached map.) The reservoir has a capacity of approximately 17,700 acre feet. Due to its <br />location in their system, the Company is not able to deliver the water for irrigation. <br /> <br />Smith Geotechnical Engineers has completed reconnaissance level engineering design work and <br />the feasibility study. <br /> <br />DISCUSSION <br /> <br />The primary purpose of the project loan is a pump station to lift water into the Company's canal, <br />where it can be delivered to water users. Because of its location, water can only be used out of <br />the Big Windsor Reservoir through exchange agreements, and these agreements are becoming <br />
