The
$1,000,000 loan was for the construction of a raw water delivery system from the Colorado River to the
Jones No.2 Reservoir,

The Town is requesting (see attached letter), an increase of $689,750 to the Town's 2002
authorization of $1,000,000, for the design and construction of the raw water delivery system. The
requested loan increase is due to cost overruns associated with design changes, water rights and land
negotiations, and higher construction costs.

BACKGROUND

The Town of Kremmling, located in Grand County, owns and operates a municipal water system
for the benefit of approximately 2,000 residents fed by 658 taps. The municipal water system currently
derives its water supply from Sheep Creek, a tributary to the Colorado River, The Sheep Creek basin has
been adjudicated for 24 cfs, of which the Town owns 6 cfs, and Grand River Ranch (Ranch) owns 18
cfs. The Sheep Creek basin is over-adjudicated and, historically, 24 cfs is available only for short
periods during spring run-off,

.

Flood Protection.
