Introduction

The Executive Committee for the Coordinated Facilnies Water availability study has
finalized the Scope of Work and contract between McLaughlin Engineers and the National
Fish and Wildlife Foundation (Foundation). Leo Eisel will leaving McLaughlin Engineers
to begin working with Brown and Caldwell within the next few months. However, no
changes in project personnel will occur for this contract Leo will remain in the same lead
capacity for the Project

The McLaughlin Team includes engineering, policy and modeling expertise from
Mclaughlin Water Engineers, Jim Lochhead through Brownstein, Hyall. Farber &
Strickland, Riverside Technology Inc_, and Resource Engineering, Inc,

As identified in past Board Memos, the major purposes of this study are:

. Expand the number and types of facilities and operations considered
. Continued enhancement of peak flows in the 150mile reach
. Identify impediments to delivery of the higher peak flows
. Defining solutions for any impediments to the delivery of the higher peakS
. Secondarily identify options for prQ'liding flow enhancements during the lale
summer/early fall (July 15"' - October 31") for the benefit oflhe endangered fish
. Assessment of any legal, physical, institutional. environmental, recreational,
operational. or political constraints as well as the risk of adversely impacting water
yield of implementing each option.

The next meeting of the Executive Commillee is April 1 , 1999 to discuss Initiation of the
study. The Board Staff will continue to keep the Board updated on the progress and
findings of this study,
