Walcher <br />Executive Director <br /> <br />CWCB <br /> <br />FROM: <br /> <br />Dan McAuliffe <br /> <br />DATE: <br /> <br />March 18, 1999 <br /> <br />RE: <br /> <br />Agenda Item 22 (i.) - Long -Term Funding Legislation <br /> <br />Attached are the most recent versions of the draft legislation to provide the Bureau of <br />Reclamation with the authorization to constrUct capital projects to support the Upper <br />Colorado River and San J\IIlII River Endangered Fish Recovery Programs. Briefing <br />documents explaining the legislation are also attached. <br /> <br />Representatives from the programs are traveling to Washington, DC on March 22 to <br />discuss the current proposal with staff and members of Congress. The legislation is <br />expected to gather cosponsors from the congressional delegations from all four Upper <br />Division states. <br /> <br />Also attached is the latest version of the proposed Memorandum of Understanding among <br />the CWCB, the Western Area Power Administration and the Bureau of Reclamation. The <br />Memorandum was prepared in accordance with Section 3 of the bill that allows the <br />Secretary of Energy to pay for capital projects using a loan or loans from the CWCB. <br /> <br />Representatives from the CWCB are scheduled to meet with representatives of Salt Lake <br />City Area Integrated Power Contractors in Denver on April 12. The meeting is expected to <br />focus on interest rates and precedents for loaning funds for environmental mitigation <br />projects. <br /> <br />### <br /> <br />Board of Land Commissioners.
