Agenda Item 22 (i.) - Long -Term Funding Legislation

Attached are the most recent versions of the draft legislation to provide the Bureau of
Reclamation with the authorization to constrUct capital projects to support the Upper
Colorado River and San J\IIlII River Endangered Fish Recovery Programs. Briefing
documents explaining the legislation are also attached.

Representatives from the programs are traveling to Washington, DC on March 22 to
discuss the current proposal with staff and members of Congress. The legislation is
expected to gather cosponsors from the congressional delegations from all four Upper
Division states.

Also attached is the latest version of the proposed Memorandum of Understanding among
the CWCB, the Western Area Power Administration and the Bureau of Reclamation. The
Memorandum was prepared in accordance with Section 3 of the bill that allows the
Secretary of Energy to pay for capital projects using a loan or loans from the CWCB.

Representatives from the CWCB are scheduled to meet with representatives of Salt Lake
City Area Integrated Power Contractors in Denver on April 12. The meeting is expected to
focus on interest rates and precedents for loaning funds for environmental mitigation
projects.
