Walcher
Executive Director

Rod Kuharich
CWCB Director

Dan McAuliffe
Deputy Director

Attached are several documents:
. Revised Strategic Plan
· Revised Strategies/Objectives Pertaining to the major plan elements:
-- Policy Development
-- Policy Implementation
-- Policy performance and Management
· Draft Board Member Work Plan

. At the November Board meeting you indicated that you were satisfied with the Plan and the draft
Strategies/Objectives. However, you indicated that, like each section, you wanted to have your own work
plan,

We have attempted to develop a work plan for you that outlines actions you are required to take by statute or
rule, actions you occasionally take by virtue of your position on the Board, and actions related to your role as
a representative of your river basin,

At the meeting we will review each of the documents again, highlighting their relationship to each other, For
example, the Strategic Plan is the macro vision of what you hope to achieve and the work plans are the
section tasks required to implement the plan. The work plans are the most frequently updated documents,
used by Rod and I to prepare annual Performance Plans. You are not being asked to review or approve the
work plans.

The Strategies/Objectives are the documents you will review each year, probably in May, to coincide with
the Fiscal Year, We will write work plans based on your Strategies/Objectives,

Recommendation

Review and provide final approval or revisions on the Strategic Plan and the Objectives. Wrestle with your
own Work Plan. Revise it or adopt it. Finally, I recommend that we revisit the Plan and update it in May
.2003.

Flood Protection .
