<br /> <br />MEMORANDUM <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: Rod Kuharich, Director <br />Randy Seaholm, Chief, Water Supply Protection <br /> <br />DATE: May 14,2001 <br /> <br />SUBJECT: Agenda Item 21(1), May 21-22, 2001 Board Meeting - Colorado River <br />Basin Issues, Draft Principles of the Colorado River Basin States <br />Concerning the Colorado River Delta in Mexico <br /> <br />Backe:round <br /> <br />The purpose of this memorandum is to update the Board Members on Colorado River <br />Delta issues following the Board's adoption of the policy guidance concerning this matter <br />at the March 2001 meeting. Please refer to agenda item 25(e) ofthe March 2001 board <br />meeting for additional background infonnation. <br /> <br />Discussion <br /> <br />Following the March meeting, representatives from the Colorado River Basin States have <br />met on Colorado River Delta issues several times and have continued to plan for a <br />symposium on Colorado River Delta issues this fall. Greg Walcher and Scott Balcomb <br />have been Colorado's representatives. <br /> <br />In preparation for furthering discussions on the Colorado River Delta, the basin states <br />have developed the attached draft principles and draft letter requesting a meeting with <br />Interior Secretary Norton in the near future. The draft principles are generally consistent <br />with the Board's policy guidance and in fact used the Board's policy guidance as a <br />starting point. While the words are different, the substance of the principles incorporates <br />the Board's guidance. <br /> <br />Staff would like Board discussion on the proposed principles of the Colorado River Basin <br />States and any additional comments or recommendations that the Board may have <br />concerning the principles. <br />
