HBOS-12S4 created the Water <br />Efficiency Grant Program Cash Fund, which is to be administered by the Board. This fund currently <br />has $1,443,23S for fiscal years 2006, 2007, and 2008 and may be distributed to: I) Covered entities <br />to aid in achieving the goals outlined in their adopted Water Conservation Plans or 2) Public or <br />private agencies whose primary purpose is to promote the benefits of water resource conservation for <br />education and outreach aimed at demonstrating the benefits of water efficiency. Further, the <br />Guidelines indicate that applications can be submitted at anytime during the fiscal year to the Office <br />of Water Conservation Drought and Planning (OWCDP) for consideration noting that a given <br />application must be received by the ISth of the month prior to the Board meeting 10 be considered for <br />award at the Board meeting (e.g., applications must be received by February ISlh to be considered <br />for award at the March Board meeting). <br /> <br />Request for Board Action <br /> <br />The OWCDP is requesting that the Board amend the Application and Award Timing section (4d) of <br />the Guidelines for the Water Efficienc~ Grant Program, The OWCDP staff finds the current <br />application submittal deadline of the 1St of the month prior to the Board meeting as providing an <br />insufficient amount of time for staff to properly evaluate a proposal, to communicate any issues to <br />the applicant, to ensure the proposal meets all guideline requirements, to prepare an agenda item and <br />to make a recommendation for the CWCB Board meeting. <br /> <br />Staff proposes that the deadline be moved from the ISth of each month prior to the Board meeting to <br />the I st of each month prior to the Board meeting. This deadline would give staff a sufficient amount <br />of time to evaluate an application, to make recommendations to the applicant and to prepare a <br />recommendalion to the Board for approval. <br /> <br />Flood Protection.
