Poudre Tech Metropolitan District - Dual Water System

Introduction
The Poudre Tech Metropolitan District (PTMD) is applying for a loan in amount of
$2,180,000 to construct a dual water system for outside irrigation. The estimated total
project cost is $5,701,067. Please see the attached project summary and map.

Backaround
PTMD is located in Weld county and, among other services, supplies water for outside
irrigation within the Water Valley and Hilltop subdivisions, in the Town of Windsor. The
District is in the process of expanding its dual water system to serve up to 1500
additional homes and is seeking a loan to construct that infrastructure.

From its inception Water Valley has been designed with a dual-water system, utilizing
untreated water for all irrigation, both open space and private residential lots. This
system has greatly reduced the demand for treatment facilities, thereby resulting in a
reduction of potable water tap fees of approximately .27% and of monthly water charges
of about 35%. The first 35% of the development, comprised of 910 residences, 24
acres of commercial space and about 60 acres of open space, is operating very
successfully in this mode.

Feasibilitv Studies
The PTMD has completed a feasibility study. The study includes an assessment of
alternatives available for providing outside irrigation water with the District.
