These developments are summarized very briefly below, and will be <br />reported on more thoroughly at the Board's March meeting. <br /> <br />1) Cooperative Agreement Expenditure Procedures and Budget: The Governance <br />Committee has approved expenditure procedures developed by the Finance <br />Committee. In addition, a budget totaling $1.3 million has been prepared, as reported <br />at your November meeting, to serve asa planning and communications tool. This <br />budget will be adjusted regularly by the Finance Committee as new information is <br />developed, but currently is regarded as a ceiling for cooperative agreement <br />expenditures over the next 20 months. <br /> <br />2) Land Protection: Work is proceeding to identify lands to be protected under the <br />program; the most appropriate structure of an entity that would be created to hold <br />interest in land on behalf of the program, and identify and evaluate third party affects <br />(both positive and negative) that may result from land protection actions. Once <br />identified and evaluated mitigation of third party affects will be considered by the <br />Governance Committee. This is a controversial question and will be reviewed more <br />thoroughly with you in March. <br /> <br />Board of Land Commissioners.
