Rodewald, Shaun McGrath, and Kathie Hepp- Lucid.

Meeting began at 1:00 P.M.

Brad LundahL Colorado Water Conservation Board. W ATF Chair
Brad Lundahl welcomed the group to the meeting and asked everyone to announce their name
and organization. He announced that John Swartout was no longer with the Govemor's Office
and that he is now the Executive Director of Great Outdoors of Colorado. Mr. Lundahl
announced that Robert McGuire would be the new representative from the Governor's office.

Mr. Lundahl stated that he would give a quick summary regarding Colorado's Drought Plan. He
mentioned that Colorado's Drought Plan was created in 1981 and that Jack Truby was mainly
responsible for creating the plan which was also the first drought plan in the country. Mr.
Lundahl also said the plan basically was written to monitor, assess, and mitigate the effects and
impacts of drought. He stated that he believes Colorado has a very good plan and that some
other states have used quite a bit of our plan in their own drought plans. The plan has been
activated four times since its inception. In April 2002 the Govemor realized all the state was in a
drought, and the plan was activated and all impact task forces were called up to duty. Mr.
Lundahl said the task force members are the eyes and ears ofthe factors that impact drought. He
also mentioned that the drought impacts during 2003 were easier to understand and respond to
due to work that the Task Force had completed during 2002. Mr. Lundahl said Colorado's
drought plan is solid, works well, and that we will continue to monitor drought factors. He again
thanked all task force members and said their work is much appreciated.
