Watedssues are <br />exceedingly-complex and contentious, But.the resolution ofthes!:; issues is VitaltQthe future of:. <br />:Colorado, I am hopeful that a thoughtful agenda on water taking into account the water needs and <br />concerns of all Coloradans can and will be achieved:. . <br /> <br />In that regard, I offer you the following recommendations: <br /> <br />1, State Water Supply Investigation: As part of the Colorado Water Conservation <br />Board annual bill, a request is being made to use up to $3 million for a state water supply <br />investigation ("SWSI") to identify on a .statewide basis opportunities for the development of <br />additional water supplies. This is important legislation and should be supported. <br /> <br />The SWSI study should include the identification and funding needs for (a) fixing existing <br />dams and reservoirs that are currently under restriction because of dam safety concerns; (b) <br />enlargement of existing reserVoirs in each of Colorado's seven water diVisions; and (c) additional <br />water storage opportunities, <br /> <br />In so doing, the SWSI should also be required to take into account the conservation and <br />efficiency measures identified in the metropolitan water supply investigation ("MWSI") conducted <br />and completed in the last few years, The MWSI set forth a number of alternatives that can <br />significantly expand water supplies from existing resources by integrating water rights and systems <br />currently in place, For example, the Colorado River District, Denver Water Board, and Douglas <br />County Water Authority have made progress in looking at the possibility of a conjunctive use , <br /> <br />State Services Building. 1525 Sherman Street-5th Floor.
