Lrrigatioll Water Salvage Issues
in the Grand Valley

Plea~e note the distinction, as stated in the Analysis of Water Salvage Issues, between
"salvaged water," resulting from reductions in consumptive use, and "saved water," resulting
from reductions in historical diversions. The report concludes that opportunities to produce
"salvaged water" are limited in scope, particularly when impacts on wetlands and other
environmental values are considered. Further, the report found that efforts to produce
"saved water" impact return flows and raise difficult issues concerning protection of vested
water rights, compact apportionments, ownership of a water rights, and the nature of the
prior appropriation system.
