<br />J <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />J <br />I <br />I <br />I <br />I <br />-I <br /> <br />CHAPTER 8 <br /> <br />WATER MANAGEMENT PLAN IMPLEMENTATION <br /> <br />This chapter serves to describe how conservation and water use efficiency planning has <br />been part of the overall District's water management planning effort and provides an <br />implementation plan and preliminary schedule for the recommended conservation measures. <br /> <br />CONSERVATION AND WATER MANAGEMENT PLANNING <br /> <br />The Centennial Water and Sanitation District has utilized reCognized conservation <br />measures as part of their water management planning for years. With the advent of better <br />software systems and data collection techniques, the District has begun to isolate data on the <br />water use practices of the various customer classifications. This data will provide a basis for <br />the determining the real impacts of conservation on water use behavior. Through the use of <br />pilot programs, the District will be able to determine the responsiveness of the public to specific <br />measures. From this information, future planning efforts will be able to account for the <br />component of future supply that will be mitigated by expanding traditional conservation practices <br />or demand management. <br /> <br />In addition to typical conservation planning, the District has applied innovative supply <br />management techniques to their water management program, including an augmentation plan and <br />the use of nonpotable water for open space irrigation. They are continuing to investigate the <br />feasibility of expanding these efforts. Also, the District is developing groundwater models to <br />determine the effectiveness of using aquifer storage recovery as an alternative to development <br />of new supplies and surface water storage reservoirs. <br /> <br />The District will be integrating their fmdings on all of these techniques as part of the <br />overall water management program. In addition, these measures will also be evaluated by the <br />District for their positive impacts on the wastewater program. As such, efficiency planning has <br />bee.!1, and _will.J<ontinue_ to 1>~, _an increa.s.mgly_ impQrtan.Jpart. of .1he...Distrlct's.. water .supply, <br />water demand and wastewater management programs. <br /> <br />Conservation Measure Implementation <br /> <br />The following section concludes this report by providing a target implementation schedule <br />for the new conservation measures that will be phased into the District's ongoing conservation <br />and water management efforts. A committee comprised of District personnel will set specific <br />time frames and budget requirements for the following programs. <br /> <br />Public Education Program. Perhaps the most important measure of the District's <br />conservation program is an enhanced public education program. While ongoing efforts have <br />been underway since 1987, the District proposes to hire a water resource engineer that will assist <br />with the overall conservation and water management efforts. In addition, they plan to upgrade <br />educational efforts on an ongoing basis. <br /> <br />. 21-6657 <br />
