Program Implementation

7.1 Recommended Measures

The Water Conservation Plan for ELCO Water District recommends continuation of
existing public education efforts, Current rate policies and review of landscape plans
in new developments. It calls for implementation of a leak detection program to
reduce unaccounted water use to 10% or less of treated water production and
participation in the regional xeriscape study and demonstration project. The
following table summarizes the existing and future water conservation efforts for the
District.

Water use efficiency measures identified in the preceding table will be reviewed and
evaluated each year. The effectiveness and cost of each measure will be considered
during the annual budget process. Effort and resources will be directed toward those
measures that 'provide the greatest water savings for the least cost. The conservation
plan document will be revised approximately every five years at the same time the
District's Master Plan is updated.
