I HOW WE WILL KNOW WE HAVE SUCCEEDED Monitorinq and Evaluation Implementing these conservation strategies is, by itself, not enough. Because water saved through these programs has become an important component of future water supply planning, Clifton Water J District needs to know how well these strategies are working, when they should be initiated, intensified or phased out, how they affect customer's lifestyles or businesses, how they affect the human and natural environment, whether they give rise to unforeseen problems, conflicts or legal issues, and whether they are worth their costs. Monitoring and evaluating the water efficiency gains of diverse customer groups using many conservation strategies is a complex challenge requiring a great deal of information, To be done well, it demands that Clifton Water District prepare for it in advance and stay ahead of the information flow. To accomplish this, Clifton Water District will undertake an ongoing monitoring and evaluation program to: . Review what each program is expected to contribute to water conservation, that is, its specific goal. . Design the methods which will be used to measure and evaluate its progress toward that goal and its costs. ( .
