A BILL FOR AN ACT
101 CONCERNING THE CREATION OF WATER BANKS TO OPERATE IN EACH
102 W A TERDIVISION, AND, IN CONNECTION THEREWITH, MAKING AN
103 APPROPRIATION.

Requires the state engineer to promulgate rules to govern operation
of a water bank to operate within a particular water division upon request
by a water conservancy district or water conservation district located
within such division that agrees to serve as the operator of tlJe bank.
Prohibits tlJe transfer of water through the banks between divisions.
Models the banks after the existing Arkansas river water bank pilot
program. Makes conforming amendments and an appropriation.
