Allows <br />prosecution by both the district attorneys and the attorney general without <br />the necessity ofthe water quality control division first filing a complaint. <br />Allows felons to be sentenced to imprisonment for up to 4 years for a first <br />offense and up to 8 years for a subsequent offense. Mandates 2 years of <br />parole for imprisoned felons. Specifies a limitation period of the later of <br />3 years after discovery or 5 years after occurrence.
