<br />HHEREAS, The Congress of the United States has authorized the
<br />construction of the Narrovls and Animas-La Plata projects; and
<br />
<br />IIHEREAS, The Bureau of Reel amation of the United States
<br />Department of the Interior has completed studies for both projects and
<br />has publ ished t.he same in the form of House Documents (United States
<br />Congress), definite plan reports, environmental impact statements, and
<br />various supplementary materials; and
<br />
<br />HHEREAS, Said documents, reports,
<br />include analyses of the 'engineering,
<br />feaSibility of both projects; and
<br />

<br />HIIEREAS, The Colorado I'!ater Conservation Board has, flursuant to
<br />section 37-95-107, Colorado Revised Statutes 1~73, reviewed said
<br />documents, reports, statements, and materials and has forwarded the
<br />same for both projects to the General Asscinbl,v, together vlith 'its
<br />recommendations thereon; and
<br />
<br />HIIEREAS, The construction of either project .\'Ii11 preserve,
<br />protect, conserve, and develop th~ water resources of" the state;
<br />promote the . beneficial use of the \'Iaters of the state for the.
<br />protection and preservation of the public health, safety, and welfare;
<br />create and preserve jobs and employment opportunities; and improve the
