* DNR COLORADO
CO Colorado Water
,- Conservation Board
Department of Natural Resources
1313 Sherman Street, Room 718
Denver, CO 80203
November 21, 2016
Mr. Dennis Yanchunas, President
Municipal Subdistrict, Northern Colorado Water Conservancy District
220 Water Avenue
Berthoud, CO 80513
Re: Windy Gap Firming Project Funding
Mr. Yanchunas:
I am pleased to inform you that on November 16, 2016, the Colorado Water Conservation Board approved
staff's request to have the General Assembly authorize up to $90 million for loan(s) to the participants
of the Windy Gap Firming Project in the 2017 CWCB Projects Bill. Attached is a copy of the updated
Board memo dated November 17, 2016 that includes the Board's approval.
The next steps in the process include:
a) Legislative Approval and Governor's Signature: The authorization for a loan will be included in the
2017 Water Projects Bill. If the Bill is approved and signed by the Governor with the Windy Gap
Firming Project included, the Borrower will then need to formally apply for a CWCB loan.
b) Formal Loan Approval: The Borrower shall apply for a loan as required for all CWCB water project
loans. The loan application/study may be submitted anytime within the authorization window.
Plan to apply a minimum of six months prior to the need for a loan contract to be executed.
c) Contracting: After Board approval, funds are available for disbursement pending execution of a
loan contract. If there are any questions regarding contracting, Peg Mason can be reached at
peg.mason@state.co.us or at (303) 866-3441 x3227.
On behalf of the Board, I would like to thank you for your interest in a loan from the CWCB.
Sincerely,
P (---)`
K.
VC
Kirk Russell, P.E., Chief
Finance Section
Attachment: Updated Board Memo
E-mail Copy (Including Attachments): Jim Yahn, CWCB Board Member - South Platte River Basin
P 303.866.3441 F 303.866.4474 www.cwcb.state.co.us 47 , ,
John W.
