Deere, P.E., P.G., Deere & Au1t Consultants, Inc. <br />October 31, 2006 <br />Geotechnical Evaluation of the Rehabilitation and Enlargement of <br />Rio Grande Dam; D&A Job No. CG0246.001.00 <br />1. 0 INTRODUCTION <br />Rio Grande Reservoir is located on the headwaters of the Rio Grande River, approximately 70 <br />miles west of the Town of Monte Vista, Colorado (Figurel ). It is owned by the San Luis Valley <br />Irrigation District (District) and serves as water storage for irrigation of farms and ranches. <br />Construction of the dam began in 1908 (tunnel construction) and consists of an earth and rockfill <br />dam 111 feet hig12. The maximum storage at the normal tugh water line is 52,192 acre-feet. <br />The District would Iike to rehabilitate or enlarge the dam in order to change and optimize the <br />operation of the storage or provide more storage. Currently, the reservoir fills and partially <br />empties very quickly in June of wet years. I understand that CDM is looking at enhancement of <br />the operation of the reservoir in order to optimize storage for many users in the San Luis Valley. <br />This would change the operation of the reservoir and allow it to be full for Ianger periods of <br />time. In addition, the District would like to look at enlargement of the reservoir some 10 to 2Q <br />feet, providing an additional I 1,000 to 25,004 acre-feet of storage. <br />2.0 WORK PERFORMED <br />The purpose of my work was to: 1) evaluate whether it was technically feasible to enlarge Rio <br />Grande Reservoir, 2) evaluate what improvements would be needed for change in operation or <br />enlargement, and 3) provide a cost estimate of construction. Work included a site visit, which <br />was conducted by our Mr. Don W. Deere of Deere & Ault Consultants (D&A}, on October 4, <br />2006, in conjunction with Mr. Travis Smith, Superintendent of the San Luis Valley Irrigation <br />District, and Mr. Kelly DiNatale, Technical Pro}ect Manager for CDM. In addition, I reviewed <br />the files available on dann construction and the history of the dam provided to ME by both CDM <br />and the District.
